The Ashburn Farm Association does not remove snow or treat state maintained (V-DOT owned) roadways.  The Association is responsible for paved parking areas in the townhome sections of the Ashburn Farm Community. 

 

Snow removal will start after two inches of snow has accumulated on paved surfaces. 

 

Sanding begins after Ľ inch of ice or 1˝ inches of snow has accumulated on paved surfaces.  A sand/ice melt mixture will be applied at all Association owned intersections that include a stop sign.  Sand trucks will patrol Association owned streets after a melt/ freeze cycle (warm day/freezing night) immediately following the snow or ice event.

 

All snow removal equipment contracted by Ashburn Farm Association must maintain a minimum of thirty-six inches (36”) of clearance from all parking spaces.  This is to avoid accidents or damaging parked vehicles.  The snow that accumulates within those thirty-six inches (36”) is the sole responsibility of the person(s) assigned to the parking space. 

 

Vehicles parked in legal curbside parking spaces must be moved to allow for snow removal.  Failure to do so may result in a less efficient snow removal process and vehicles could become stuck due to snow deflecting off plows.  Owners that find themselves in this situation due to an unmoved car will be responsible for clearing these areas.

 

Homeowners need to be aware that if they clear snow from driveway entrances or vehicles prior to the street or parking lot plowing by the snow removal contractor, that snow may be unintentionally deflected by removal equipment during plowing and may come to rest in driveways or parking spaces.  In cases such as these, neither the Association, nor the snow removal contractor is responsible for clearing deflected snow.  It is the responsibility of the resident to clear this snow.

 

Snow is not to be deposited onto cleared streets at any time.  Snow should never be deposited onto sidewalks. This applies to contractors, residents, or anyone hired to perform this service.  The Association will not re-clear snow due to this action, the homeowner will be responsible.

 

Snow cannot be stored in parking spaces or on sidewalks.  Ashburn Farm contracts the use of specialized snow removal equipment to be used to clear snow from areas that trucks are not capable of clearing due to the turning radius or obstacles in the clearing path.

 

Snow will be removed from Association owned mailboxes in the townhome areas by the snow removal contractors to allow mail delivery and pick-up.

 

The Ashburn Farm Association is not responsible for removing the snow from sidewalks in front of town homes or single-family homes.  This is the sole responsibility of the residents. 

 

Only sidewalks and trails that are used by students to travel to and from schools will be cleared when an accumulation of 2” or more has occurred.  The application of sand or ice melt will be minimal on these areas.  Please ensure that the footwear and clothing choices are suitable for these conditions.

Current Maintenance Items Underway or Recently Completed


Windmill Tennis Court Lighting

 

May 2nd:  Please note - the lighting problem on the Windmill Tennis Courts has been reported to the Association. A scissor lift will need to be rented - which means it may be a few days before the lighting fix is completed.

 

Asphalt Repair Work

 

Starting Friday the 18th, (weather permitting) many townhome streets will receive spot asphalt repairs.  No parking areas or spaces will need to be closed off to complete this work.  Note: this work should be completed (weather permitting) in about a week's time.

 

In addition, in 2008, the streets listed below will be scheduled for repair, crack sealing, seal coating, stripping. Curbs will be re-painted & all parking spaces renumbered are identified below.

May 7th - 21400 Windmill Drive  - the drive lanes in front of the Association office and the pool parking lot (Windmill) will be closed for maintenance.  Seal coating will begin (and start at the speed bump). From that point on - this area will be closed for 24 hours. 

 

May 9th - The parking area in front of the Association Office at 21400 Windmill Drive will be closed for 24 hours to seal coat and re-stripe the parking spaces.

 

May 9th - The Breezyhill Recreation area Parking Lot and Drive Lanes will be closed for 24 hours to perform the same work as noted above.

 

Concrete maintenance will begin in the town home neighborhoods on May 13 - 16.  Notices will be posted to notify homeowners of this work in these areas for those who may need to move a vehicle.

Summerwood Pool-Whitecoating


 

Pictured above and below, on Saturday, April 26th, Crystal Aquatics completed the repair work on the Summerwood pool with the white-coating. Refilling the pool started almost immediately and should be completed on Monday (28th). (You can click on the photos to enlarge them for better viewing.)

 

 


Tidbit: State Roads & sidewalks along those roads in the county are maintained by the VA Department of Transportation.  Non-state roads and sidewalks (i.e., townhome areas are maintained by the homeowner's Association)


  

Several new signs have been placed around the community.  Above, signs bringing attention to graffiti will be placed in those areas hit the hardest by this kind of vandalism.


 

May 8 - HLS is providing the following services for Ashburn Farm common areas:  Cutting and Mulching will occur in the Windmill townhome area.  Post Emergent weed control will be performed in this area and  Ashburn Farm Parkway.

 

Special Note:  The full mowing schedule for Ashburn Farm started (4/14/08). Areas are mowed 8-10 days apart.

 

 


Lighting checks are performed in the townhome sections and the parkways at the end of each month.  Non-working lights (repairs and bulb changes) are forwarded to a company contracted by Ashburn Farm Association for this purpose.  The lights are repaired during the first 10 days of the next month.  Please keep this in mind when calling in a light that isn't working.  The light will not be repaired outside the contracted schedule.  This schedule helps to keep lighting repair expense down to a minimum.

 

Current Status:

A lighting check was performed for the common areas on 4/29. Repairs are scheduled for next week, Thursday or Friday.  Any lights that may be out on the Parkways will also be fixed at this time.

There is also a photo cell that wasn't working in Section 10 - Elkview Terrace, it was changed out today (4/30). If it still isn't working, the contractor will be called in. That will occur (if needed) on Monday or Tuesday of next week.

 


Tree Removal Policy From Ashburn Farm Common Areas

 

All trees reported to the Home Owners Association will be identified and inspected as soon as possible.  A determination will be made within 48 hours of that inspection on how to proceed with the identified tree. The resident who reported the problem tree will be made aware of the decision. Residents not satisfied with the decision have the right to appeal to the Board of Trustees at their next regularly scheduled meeting.

 

The Ashburn Farm Association will not remove any tree or limb that is considered to be “alive”.  It is the right of the homeowner to prune any branch or tree at their property line that is rooted in the “common area” and extends onto their property.

 

The Ashburn Farm Association will only remove trees that are on “common area” which is Association property.  All other removals are the responsibility of the homeowner.

 

The Association will not remove trees that do not pose imminent danger to passers-by, or near by personal property.

 

Any tree that is deemed by the Association to be an imminent danger,  or inundated with Poison Ivy, Poison Oak, or Poison Sumac and designated for removal, will be removed as soon as possible by an experienced, licensed, and insured tree removal company contracted by the Association. 

 

If a tree is within a maintained “common area" and is dead or contains dead limbs - but poses no serious threat to life or property - the tree will be removed as part of the Ashburn Farm bi-annual tree removal schedule.

 

Trees removed from "natural tree save areas" will not have the stumps removed.  The stump will be cut as closely to grade as possible.

 

Trees removed from maintained “common” ground will have the stump removed as the Association budget allows. When possible, all small debris will be chipped and disposed of by the contractor.  In the natural tree save areas, large logs and limbs will be “blocked” up and left lying flat on site.

 

Only trees that are within the boundaries of the maintained “common areas" will be treated for pests. 

 

 

NO dumping is allowed on common areas at any time. This includes grass clippings, mulch, composting, rock, trash, etc.. by either residents or any contractors.
